According to the "Notice of the Ministry of Finance of the Ministry of Veterans Affairs on Adjusting the compensation and living allowance standards of some entitled groups and other personnel" (Ministry of Veterans issue [2023] 39)，Starting from August 1, 2023, the pension and living allowance standards for some entitled groups will be adjusted，The relevant matters are hereby notified as follows:

(1) Raise the disability pension for disabled soldiers (including disabled people's police officers, disabled reservists and militia migrant workers, and other personnel disabled and disabled on duty), the regular pension for martyrs (including the bereaved families of soldiers who died in the line of duty and the bereaved families of soldiers who died of illness), and the living allowance for veteran Red Army soldiers in the countryside (including the separated members of the Red Army)，The revised standards are in the annex，The necessary funds shall be borne by the central government。

Second, all localities should increase capital investment in accordance with the provisions of the Regulations on Compensation and Preferential Treatment of Soldiers to effectively protect their living standards。On the basis of the current subsidy standard for demobilized villagers, each person will be increased by 1,440 yuan per year, and the necessary funds will be borne by the central government。The subsidy standard after the increase is: those who joined the army during the Anti-Japanese War，To $24,880 per person per year，The central government subsidy standard is 22,860 yuan per person per year，The provincial financial subsidy standard is 150 yuan per person per year，The municipal and county government subsidy standard is 1,870 yuan per person per year;Enlisted during the Liberation War，To $24,080 per person per year，The central government subsidy standard is 22,500 yuan per person per year，The provincial financial subsidy standard is 150 yuan per person per year，Municipal and county-level financial subsidies are 1,430 yuan per person per year;He joined the army after the founding of New China，To $23,900 per person per year，The central government subsidy standard is 22,500 yuan per person per year，The provincial financial subsidy standard is 150 yuan per person per year，Municipal and county-level financial subsidies are 1,250 yuan per person per year。

Third, on the basis of the current subsidy standard for returning sick veterans, each person will be increased by 450 yuan per year, of which the central finance will bear 60%, that is, 270 yuan, and the county-level finance will bear 40%, that is, 180 yuan。The improved subsidy standard is 9510 yuan per person per year (792 yuan per person per month after taking the whole, of which 5 yuan is our province's additional subsidy on the national standard of 787 yuan per person per month), the central financial subsidy standard is 5670 yuan per person per year, and the city and county financial subsidy standard is 3840 yuan per person per year。

5. Children of martyrs who live in rural and urban areas without work units, have not enjoyed regular pension benefits before the age of 18, and have reached the age of 60 (including the children of those who were wrongly killed before the founding of the People's Republic of China and were rehabilitated after being rehabilitated)，On the basis of the current subsidy standard，An increase of $540 per person per year，To $8,280 per person per year，The necessary funds shall be borne by the central government。

6. Retired soldiers from rural areas who joined the army from November 1, 1954, after the trial implementation of the compulsory military service system, until the implementation of the Regulations on the Placement of Retired Soldiers, and who are at least 60 years old (inclusive) and have not received regular state pension subsidies，On the basis of the current subsidy standard，Each year of compulsory military service increases by 40 yuan per person per year，Raise the annual allowance to 688 yuan per person for each year of compulsory military service，The necessary funds shall be borne by the central government。

7. Raise living allowances for rural veteran Party members who joined the Communist Party of China before the founding of New China and for urban veteran Party members who did not enjoy retirement benefits，After the increase of the subsidy standard: from July 7, 1937 to September 2, 1945 to join the party，To $11,300 per person per year;He joined the Party from September 3, 1945 to September 30, 1949，To $10,210 per person per year。Old Party members who have already enjoyed pension subsidies for entitled groups shall not implement the above adjustment and shall still be paid 600 yuan per person per yearStandard issueSubsistence allowance。The central and provincial governments will bear 50 per cent of the cost。

8. All localities should earnestly implement the funds that should be arranged in their own regions, coordinate the relevant funds at or above the provincial level, effectively strengthen management, strictly implement the provisions on the monthly release of pension subsidy funds, and ensure that the pension subsidy funds are released to entitled groups in a timely, accurate and full amount。It is necessary to do a solid job in the annual confirmation of entitled groups, optimize working methods, improve the quality and effectiveness of confirmation, further consolidate the data foundation of entitled groups, and ensure the security of financial funds。
